A police K9 program requires much more than purchasing a dog. Agencies must also fund professional training, handler certification, safety equipment, transportation systems, veterinary care, and the ongoing resources needed throughout a working dog’s career. The Olympic Peninsula Police K9 Foundation exists to help bridge those funding gaps.

The Port Angeles Police Department’s K9 program has grown over several decades and today includes three certified patrol dog teams. These dogs are examples of the kind of capable working partnerships the Foundation hopes to strengthen and help expand throughout the Olympic Peninsula.
PORT ANGELES POLICE DEPARTMENT
K9 COPPER
German Shepherd • Certified Patrol Dog
Born in the Czech Republic in 2017, Copper is partnered with Officer Whitney Fairbanks. Together they achieved Master Handler status through the Washington State Police Canine Association.Known for his goofy personality, Copper especially enjoys time with his people — preferably with a favorite toy nearby.

K9 FREDDY
German Shepherd • Certified Patrol Dog
Born in the United States in 2024, Freddy is partnered with Officer Ken McKnight.Freddy may look serious, but get him near water and it is all fun and games. He is also known to bring his handler his shoes when he decides it is time to go to work.

K9 SOLO
German Shepherd • Certified Patrol Dog
Born in the Czech Republic in 2024, Solo is partnered with Officer Lilliana Emery.Named for Han Solo, he has earned a reputation for loyalty and an always-happy, ready-to-work demeanor.

WHY THE DOGS MATTER
The Right Dog, Training and Equipment Can Change an Outcome.
Working K9s provide specialized capabilities that people and technology alone cannot always match. Depending on their assignment and training, police dogs may assist with tracking, searching, locating evidence, detecting narcotics or explosives, apprehension work, and protecting their handlers.But those capabilities depend on investment: the right dog, extensive training, professional equipment, transportation systems, ongoing veterinary care, and continued certification.

The Olympic Peninsula Police K9 Foundation is an independent nonprofit organization created to support law enforcement K9 teams throughout the region. Through donations, sponsorships, and community partnerships, the Foundation can help agencies acquire new working dogs while also supporting the training, equipment, veterinary care, and resources existing teams need.
